Child Care Subsidy Program
Need help paying for child care? We can help. Through the Child Care Subsidy Program we will help determine whether you are eligible for a child care subsidy.
Families qualify for this program based on gross income, family size, and their need for service. Service needs include: employment, self-employment, training, work search, and medical incapacity. Payments are made directly to the child care provider from the state.
Eligible service needs include:
- Employment- Any activity for which a primary caretaker receives compensation of at least minimum wage
- Self-Employment- Any business activity approved that nets a monthly income of at least $100 per month
- Training or Education- Any activity that is likely to lead to employment within one year of completion of the activity. Reach-up activities are included. Volunteer work and Post-Baccalaureate education are not eligible activities.
- Seeking Employment- Any activity recognized as necessary to obtain employment. This is limited to 30 half days or 15 full days per 12 month period.
- Family Support- A prevention and early intervention service, Family Support Child Care is designed to reduce stress for families and their children and promote positive child development. The child care subsidy may be authorized after a confidential application and risk assessment have been completed and reviewed.

Child Care Referral Program
The Child Care Referral Program has up-to-date information regarding available child care options in Caledonia and Southern Essex Counties. The referral program connects parents who are looking for child care with providers who match their needs and have openings (updated monthly). The referral program also provides parents with information on how to locate a quality child care program, questions to ask providers when they call or visit them, and ways to build a successful partnership with their child care provider. A custom referral report is created for parents using the criteria they supply. While every effort is made to provide accurate information, most of the data is supplied by providers. Umbrella makes referrals, not recommendations, and strongly encourages parents to visit providers before selecting child care.
Fees and Hours of Operation
Basic Referral Services are provided free of charge. Enhanced Referral Service Contracts are available to employers for a moderate fee as a cost effective benefit to offer employees that contributes to increased productivity and reduced absenteeism. Referral services are available between 8:00 am and 4:30 pm, Monday-Friday. After hours coverage is available by appointment.
